Do I want these skills on every character or will I be better off putting my points elsewhere?

I'm not familiar with Torchlight I, but I've seen what happens in other games when you try to give a character something of everything: you can do lots of things, but none of them very well. My advice is decide at the start what type of character you want and focus on making it as good at one or two things as you can.
