I heard a lot about the difficulty in tropico 5 and I am now aware of just how broken the game is.
As others have mentioned you can have 95% popular support and still constantly be hit by rebels.

Well after reaching the pinnacle of 67k in the bank plentiful jobs, housing, universal healthcare, basic living wage for plentiful varied food at cost & a thriving tourism business that entertained the masses; constant rolling rebel attacks started happenning even though i was a widely popular president.
I would send in the overwhelming might of the military and crush them time and again; having built up a reputation that disrespecting the democratic electoral process as a minority of terrorist agitators was always met the exact same way; with a bullet concerto~.
After taking the hint as the treasury dwindled into the negative and my popular vote fell into the mid 20's, I did what any great leader should and listened to my people.
They were unhappy that I had brought them wealth and long lives of peace and happiness; that I lifted them out of destitution as comrades of tropico.
They did not want the utopia that I had created.
So I mandated the demolishing of all the buildings my leadership and efforts had created.
The schools.
The Police Stations.
The taverns, casino's, theaters and library's.
The plantations.
The steelworks and other high grade industries.
Even the very homes they lived in.
I declared martial law and took on 20k of foriegn debt to bring the country out of the black.
and for three years i let them get use to the dystopia they wished for; then with my popularity at 7% I declared martial law was over and that a free election would be held without interference or tamper.
Some would say that I lost; but i didn't lose I had a swiss bank account to retire on and by that time tropico had little more than a warehouse, construction crew and a port, not to mention a debt of 60k that would make it impossible for my successor to rebuild the country.
I didn't lose, the tropicans did.
Checkmate rebel scum. :P
Funny...but that is not broken, you can have 99% happy, if the 1% are religious fanatics annoying about your unchristian taverns then you will have some rebels until you demolish whatever goes against their superstition.
Yeah .. I still won though. Suck it rebel scum!
