Can anyone confirm if a Stardock account is needed for GOG's Tropico 4? I can't see anything about it on the store page.

No a Stardock account isn't necessary. As with all games on GOG, they're all DRM free, which means you don't need to sign in anywhere else (except for some multiplayer services in certain games of course).
