After installing Tropico 2 i was able to start it but it crashed as the Tutorial was supposed to load.
I then had trouble starting it again, but the game crashed during startup or did not start at all.
After a few attempts of just starting it over and over again it worked and i managed to play the tutorial.
I saved and continued today, again having multiple startup crashes.

After the Tutorial i went to the main menu and started the campaign, it took 3 characters before i got to the island without crashes.
I had another crash after the first mission was completed.
And trouble starting the game again.

So far i found posts here saying i have to edit the .ini file, but the file was already on the value that the users seem to have changed theirs to.
[DDraw]
SoftwareDevice=1
---
I also tried compatabilty mode but that didn't seem to affect things.

I am on Windows 10

Strange, i had the same problem, the game crashed everytime after the mission selection and the loading screen to the island.

i found your post, had to change the "SoftwareDevice" 0 to 1 in my *ini the line you described and it works for me :)

i hope somebody can help you here, like you helped me!
