Every single time, after the uprising is over, population gets displaced from their houses and apartments. That is a bug which they never fixed. Here is how I know it is a bug. It is very simple. No matter what I do, citizens will not move in.

I reduce the wealth required to live in the abandoned buildings. Nothing, nobody moves in. I remove the shacks, hoping citizens would move in. It doesn't happen, the abandoned buildings remain empty.

Third proof it is a bug - when I demolish the abandoned building, and make the new one of the same type, with the same original wealth requirement, people start moving in.

This causes five major problems in the game:
1.) Abandoned buildings hurt the economy, because they are empty, thus the expense of the buildings' maintenance deducts the money from the treasury.
2.) It is expensive to demolish and rebuild the buildings because of this bug.
3.) Construction offices waste their time rebuilding the houses/apartments over and over again.
4.) By using "quick build" the buildings become even more expensive, thus it magnifies the issue number 2. Don't tell me "urban development" will reduce the costs. This is a bug, and needs to be fixed. There is no need to throw money away just because the developers never addressed this issue.
5.) People remain homeless, and start the new uprisings. Then it continues spinning in circles.

This kills the immersion, and ruins the joy of the gameplay, for this otherwise amazing game. While the team is active with Tropico 6's bug fixes, they should address this issue for this game as well. It is not the latest game, so what, that is not the excuse for laziness and not a justification for longevity of the game-breaking bugs. If this thing also happens in Tropico 6, I will not buy it. Period.
They do not care about fixing their game. They will probably do the same with Tropico 6.
